A super PAC has spent at least $450,000 on ads boosting state Rep. Tram Nguyen in the Massachusetts 6th Congressional District Democratic primary while obscuring a major source of the money behind it: AIPAC’s own super PAC. Pro-Choice Majority Action, formed in May, is funded almost entirely by its affiliate EDW Action Fund, whose largest outside donor is United Democracy Project (UDP), the super PAC of the American Israel Public Affairs Committee. The spending comes despite Nguyen’s denunciations of Israel’s war in Gaza, which she has called a “genocide,” and her campaign’s promise that it is “people-powered.” The [digital ad buys](https://docquery.fec.gov/cgi-bin/forms/C00949248/2009539/se) come in the crowded Democratic primary for the open Massachusetts 6th Congressional District seat, which Rep. Seth Moulton is vacating to run for U.S. Senate. The primary is Sept. 1. UDP has given EDW Action Fund at least $2.45 million since May 2024, accounting for more than half of the money it has raised, excluding transferred money from its affiliates. The AIPAC-allied super PAC Democratic Majority for Israel (DMFI) has also given it $137,750 so far this year. There is no indication in Pro-Choice Majority Action's ads that the group is financed by an organization receiving millions of dollars from AIPAC's political spending arm. EDW Action Fund's other donors include tech investor Ron Conway; The Bench, a centrist super PAC funded by hedge fund manager Stephen Mandel, LinkedIn co-founder Reid Hoffman, and James and Kathryn Murdoch; Opportunity Forward Alliance, a nonprofit [project of the Financial Services Forum](https://readsludge.com/2026/06/29/big-bank-lobby-pumps-millions-into-corporate-dems-super-pacs/), the trade group representing the country's eight largest banks; and the Kimbark Foundation, a Delaware nonprofit that registered in December 2025 and has no disclosed activity beyond funding AIPAC-aligned PACs. EDW Action Fund also draws from its own affiliated groups, Elect Democratic Women, EDW Foundation, and Battleground Democrats. The groups have run this play several times already this cycle. EDW Action Fund and its affiliate Pro-Choice Majority Action spent to boost San Francisco supervisor Connie Chan's congressional bid over the campaigns of Scott Wiener and Saikat Chakrabarti. The group backed Rep. Diana DeGette over progressive primary challenger Melat Kiros in Colorado's 1st District, and spent to support Illinois state Sen. Laura Fine's House campaign over Daniel Biss and Kat Abughazaleh. Chan and Wiener advanced to the general election, while Kiros and Biss won their races. Rival MA-06 candidate Jamie Belsito called out the spending in a [post on X](https://x.com/JamieBelsito/status/2091892778535915615): "AIPAC is now directly involved in my race. AIPAC just gave $200,000 to Tram Nguyen through one of its subsidiaries. AIPAC sees the writing on the wall: that we have the people-powered momentum and they don't like what the people have to say." Belsito has [pushed](https://andovermanews.com/belsito-urges-ma-6-rivals-to-sign-pledge-rejecting-super-pac-aipac-and-billionaire-money/) other candidates in the race to sign a pledge rejecting PAC money tied to AIPAC. Nguyen herself has publicly described the war in Gaza as a “genocide” and said that Israeli Prime Minister Benjamin Netanyahu “should be tried as a war criminal.” In an [X post](https://x.com/TeamTram/status/2088025260536873469) earlier this month she wrote that, as someone who fled an authoritarian regime, she knows “the devastating human cost of violence and displacement” and called for an end to “writing blank checks for forever wars.” Her campaign website calls for stopping U.S. military funding to Israel and says she will sign onto the Block the Bombs Act. Nguyen has said she's running a "people-powered" campaign without corporate PAC support, but her campaign has not addressed the source of the Pro-Choice Majority Action spending on her behalf. Nguyen's campaign did not respond to a request for comment for this story. Two days before announcing her congressional bid in October 2025, Nguyen transferred [$190,000](https://docquery.fec.gov/cgi-bin/fecimg/?202601319795537997) from her state campaign account to Save America Fund, a Rhode Island-based super PAC. Save America Fund donated [$45,000](https://docquery.fec.gov/cgi-bin/fecimg/?202410159689237161) to the AIPAC-allied Democratic Majority for Israel PAC in July 2024\. Campaign finance watchdogs told the [Boston Globe](https://www.bostonglobe.com/2025/11/14/metro/tram-nguyen-congress-super-pac/) that the transfer may have violated federal soft-money rules that restrict the use of state-raised funds in federal races, but that it's a legal gray area since the money was given to an outside spending group.
